How to Apply for TODS
Step 1:
Review the TODS Guidelines to see if your type of business is allowed to be signed –
see the Section on pages 4 – 9 entitled “Eligible Types of Participants”.
If your business fits one of the types of participants listed, go to Step 2.
Step 2:
Self-screen your business against the eligibility criteria listed for your type of business in
“Eligible Types of Participants” on Guidelines pages 4 – 9, as well as the “General Eligibility Requirements” listed on pages 2 – 4.
If your business fits the eligibility criteria, go to Step 3.
Step 3:
Review the Fee Structure and fee amounts for the TODS Program.
There is a non-refundable application fee which does not count toward the participation fee,
and for each TODS there is a one-time participation fee.
Repair or replacement costs of damaged TODS are the responsibility of the participant.
If you wish to proceed with applying for participation in the TODS Program, go to Step 4.
Step 4:
Determine specific intersections where you desire TODS – must be within 5 miles of your business.
Prepare a hand-drawn map or sketch of these locations.
(Note – Final sign locations are determined by the Trust based on engineering and traffic data,
and the Guidelines, in accordance with PennDOT requirements)
Check with each local municipality where your TODS are to be located as to whether TODS are permitted
(see additional instructions in Step 6).
If TODS are permitted by the local authorities, go to Step 5.
Step 5:
Obtain the deed citation (Book and Page numbers, or Instrument number, etc.) and the property Owner name
for the real estate upon which your business is located –
this information is available in the County Recorder of Deeds office. Go to Step 6.
Step 6:
Fill out the “Application for TODS” form in its entirety:
Section 1 – Familiarize yourself with the Definitions of Owner and Tradename,
to correctly fill in the required information.
Section 2 – the Business Owner’s information.
Section 3 – the Business Location information.
Section 4 – Eligibility & Compliance information and municipal approvals.
Section 5 – Applicant certification with Notarization of applicant’s signature.
Step 7:
The completed application along with maps or sketches must be signed and mailed to:

Please be sure to enclose the required $75 application fee.
Checks must be payable to “PA Tourism Signing Trust”.
Your application will not be processed until the application fee is received.
